Standardized Vetting Process for Biennial Skills Evaluators
July 6th, 2026 by Jennifer HolganzaThe Community Health Aide Program Certification Board (CHAPCB) and the Community Health Aide Program (CHAP) identified a need to establish a standardized process to vet and approve individuals who conduct Biennial Skills Evaluations (BSEs). In response, the Alaska Association of CHAP Directors, the Academic Review Committee, and CHAP Training Centers have collaborated to develop and approve a standardized vetting process for Biennial Skills evaluators. This process was presented to the CHAPCB and formally approved on June 11, 2026. This initiative intends to:
- Improve consistency and quality in skills evaluations across the CHAP system;
- Ensure evaluators are appropriately trained, competent, and accountable; and
- Strengthen alignment with statewide standards and stakeholder expectations.
Effective June 30, 2027, all individuals who conduct Biennial Skills Evaluations must undergo a standardized vetting process administered by a CHAP Training Center. This process includes:
- Verification of clinical qualifications and relevant certification or licensure;
- Demonstration of competency in the skills being evaluated; and
- Familiarity with CHAP standards, evaluation tools, and documentation requirements.
Approval of evaluators must be:
- Documented through issuance of a certificate of approval;
- Time-limited, with renewal required every two years; and
- Based on consistent statewide criteria to ensure standardization.
