History of Training Alaskan DHATs

In August 2020, ADTEP became the first dental therapy program accredited by the Commission on Dental Accreditation (CODA). CODA: (312) 440-4653, 211 East Chicago Avenue, Chicago, IL, 60611. Web: coda.ada.org

ADTEP is a partnership between the Alaska Native Tribal Health Consortium (ANTHC) and Iḷisaġvik College. Students earn an Associate of Applied Science Degree in Dental Therapy. The program runs 3 academic years but is completed over 2 calendar years, with classes starting each May. First-year students live in Anchorage for didactic learning and simulation clinic training. Second-year students live in Bethel and see patients in the clinic daily.

Dental Health Aide Therapists (DHATs) have changed the course of oral health for Alaska Native people. More than 40,000 rural Alaskans now have regular access to dental care from a DHAT. In 2004, a group of Alaska Native students returned from the University of Otago in New Zealand to become the first DHATs in the United States. Alaska’s DHATs and ADTEP are recognized as the model for improving oral health access for rural populations worldwide.

Admissions Process

The Alaska Dental Therapy Educational Program (ADTEP) is offered in partnership between Alaska Native Tribal Health Consortium (ANTHC) and Iḷisaġvik College. Dental therapy students will complete didactic (classroom), laboratory and clinical learning experiences under the direct supervision of an ADTEP Clinical Instructor Dentist. The course of study is equivalent to three academic years. Upon graduation, DHATs are typically employed with a Tribal Health Organization and provide care to rural communities or underserved populations.  

Application Window

Applications open online year-round via the ANTHC Job Openings website (position: DHAT Student). Final selections for the class starting each May happen in March of that year.

Application Tips and FAQs

  • Do I apply directly with a Tribal Health Organization (THO)? Yes, many THO’s have early application deadlines.
  • How do Tribal Health Organization Sponsorships and Scholarships work? THO’s may support sponsored students by providing: travel assistance, living and rental stipends, payment of tuition and course fees.
  • Am I allowed to apply to the program without a Tribal Health Organization Sponsor? Yes.
  • Can I apply for financial aid? Formally accepted students are eligible to apply for grants and scholarships. Iḷisaġvik College oversees the financial aid award processes. Students are not eligible to receive state or federal student loans.
  • When can I submit an application for admission to Ilisagvik College? All ADTEP Applicants are screened and final applicants interviewed in May. Once the ADTEP Admissions & Recruitment Committee issues an acceptance letter to ADTEP, students are then eligible to submit applications for admission to Iḷisaġvik College.
  • Are transfer credits accepted? Yes, transfer credits from eligible institutions will be assessed by the Iḷisaġvik College Registrar.
  • How many DHAT students are admitted in each cohort? At this time, we can accept up to eight students per cohort. New cohorts start every summer.

Sarah Shoffstall-Cone, DDS, MPH

Sarah Shoffstall-Cone, DDS, MPH received her Doctor of Dental Surgery degree from The Ohio State University in 2005 and her Master of Public Health degree from A. T. Still University in 2010. She completed a dental public health resident at the University of Texas Health Science Center in San Antonio in 2018. Upon graduation from dental school Sarah moved to Bethel, AK to work for the Yukon-Kuskokwim Health Corporation (YKHC). During her time at YKHC she served as a staff dentist, deputy dental director and acting dental director. In 2009, Sarah moved to Anchorage, AK to work as a Clinical Site Director for the Alaska Native Tribal Health Consortium. Sarah is a commissioned officer in the U.S. Public Health Service.

Charles Truncale, DMD

Dr. Truncale graduated from the University of Connecticut School of Dental Medicine in 2000 and completed a one year General Practice Residency (GPR) at the National Naval Medical Center in Bethesda MD in 2001. He is a commissioned officer in the United States Public Health service with three decades of combined uniformed service experience in the U.S. Navy, Coast Guard, and Indian Health Service.  In 2015, his family moved to Alaska and have lived in Juneau, Kodiak and Anchorage.  Dr. Truncale has held multiple leadership roles, including Associate Director of Advanced Education in General Dentistry (AEGD) Residency for NYU Langone at Southeast Regional Health Consortium in Juneau Alaska from 2017-2019, and is currently the Clinic Director for the Alaska Dental Therapy Education Program.  He enjoys domestic and international dental mission work.

Thomas J. Allen, DMD

Dr. Thomas Allen was born and raised in Bethel, Alaska. He graduated from the Oregon Health & Sciences University in Portland, Oregon in 2010, and began his career as a dentist in Tuba City, Arizona, treating the Navajo and Hopi. In 2018, he and his family ventured north, to treat Alaska Natives in Anchorage and teach DHAT students in the Yukon-Kuskokwim Delta and Anchorage. In his spare time, he enjoys adventures with his wife and two girls: traveling, eating good food, and exploring the outdoors.

My name is Erin Giauque. I am Athabascan, born and raised in Anchorage, AK. I attended Washington State University for my undergraduate degree and received my Doctor of Dental Medicine and Master of Public Health from A.T. Still University in Mesa, AZ. Upon graduation I have worked for several Tribal Health Organizations as a general dentist, Yukon-Kuskokwim Health Corporation in Bethel, AK, and Southcentral Foundation in Anchorage, AK. I currently work for the Alaska Native Tribal Health Consortium with the Alaska Dental Therapy Education Program as an instructor and dentist. I am the chair of the Dental Academic Review Committee.

Nhi Huynh, DMD

Dr. Huynh grew up in Virginia and attended Old Dominion University, receiving a Bachelor of Science – Major in Biology and Minor in Biochemistry. She then completed her dental education at Oregon Health and Science University – School of Dentistry. She went on to complete a one-year Advanced Education in General Dentistry residency in Arizona, and then moved to Alaska where she practiced general dentistry at Southcentral Foundation (SCF) for a year before completing another residency, this time a two-year hospital based Advanced General Practice Residency at the Alaska Native Medical Center. During this time, she commissioned into the United States Public Health Service and remained working with SCF.  Recently, her employment status changed to intermittent with SCF when she took on a full-time position with the Alaska Native Tribal Health Consortium – Alaska Dental therapy Educational Program.

Trisha McIntyre, Dental Health Aide Therapist Practitioner is originally from Napakiak. Trisha graduated from the fourth cohort class of the DHAT program in 2011. Trisha began her career in the Toksook Bay Subregion with YKHC and later became a DHAT instructor practitioner in 2015 and recently returned back in 2026 after a seven month brief separation.

Renee Cheemuk is originally from the Yup’ik community of Kotlik, AK. Renee graduated from the DHAT Program in 2014, and was stationed at the Emmonak Subregional Clinic for 4 years. She was then stationed at the St. Mary’s Subregional Clinic for 6 years. As of July 2025 she is employed by ANTHC and YKHC as an ADTEP Instructor/ Program Coordinator, in Bethel. She enjoys working with DHAT students and fellow instructors in the program.

Kayleigh is an Inupiaq Alaska Native. She has previously worked for Southcentral Foundation Dental with five years of dental assistant experience and some supervision experience as well. In her spare time she enjoys spending time with her family, and two dogs Kinley and Daisy. She is a huge Disney fanatic, and also enjoys crocheting, baking, and other miscellaneous crafty things.

Andrea Alexie

Andrea Alexie is Athabaskan and is from Nondalton, Alaska. She lived on a small island called Puerto Rico for half her life. She speaks English, Spanish and very minimum Athabaskan. She started working for Alaska Native Medical Center back in 2007 when she moved back to Alaska and has worked her way up through different departments. Andrea earned her certification as an Administrator for medical billing and coding. She started out as a Medical File Clerk and advanced to a lead Medical File Clerk, She also worked as a Senior Medical Biller with ANTHC Patient Financial Services. Andrea now serves as the ADTEP Office Manager. She provides administrative support for the ADTEP and Oral Health Promotion Department.

As an Indian Health Service dental officer Dr. Allen served as the Dental Director of the Yukon Kuskokwim Health Corporation Dental Clinic for many years and continues to work part-time as a staff dentist there. He also serves as a dental examiner on the Western Regional Examining Board. He makes yearly trips to Vietnam with colleagues to provide outreach dental care to underserved communities. Dr. Allen is an avid amateur photographer. Also in his free time he has played and managed Dr. Bob’s softball team since 1983. He and his wife have lived in Bethel for more than 30 years and raised five children.

Sadi Saenz, DMD

I grew up in Arizona and started my dental career as a hygienist, practicing for four years before continuing my education to become a dentist. For the past three years, I’ve worked at YKHC, where I’ve gained valuable experience in both preventive care and clinical dentistry while serving rural and underserved communities. Throughout my career, I’ve seen firsthand how important dental therapists are in expanding access to care. That’s why I believe so strongly in the work dental therapists do, and why I’m honored to help train the next generation of providers. I look forward to supporting ADTEP students as they build their skills, grow their confidence, and make a real difference in the communities they serve.

Lana Hanson, DMD

I was born and raised in the foothills of Mt. Rainier in Washington State. With one parent in Washington and one parent in Oregon, I was half Washingtonian and half Oregonian from a young age. Growing up in the PNW fostered a deep love and appreciation for nature and great outdoor adventures. I completed my undergraduate degree at the University of Oregon, Go Ducks! I received my Doctor of Dental Medicine Degree at Oregon Health & Science University and upon graduation relocated to Bethel, AK to work for the Yukon-Kuskokwim Health Corporation. I work as a general dentist in the YK Delta in addition to being an DHAT instructor. I am passionate about public health dentistry and am honored to get to take part in the education and training of Dental Health Aid Therapists who will then go on and serve the regions of Alaska and beyond.

Nathan Lukes, DDS

After graduating from the University of Washington School of Dentistry in 1998, Dr. Lukes moved to Bethel, Alaska where he lived, and worked with YKHC as a staff dentist for 5 years.  In 2003 Dr. Lukes moved to Anchorage where he has operated a private dental practice.  In addition to serving in the private sector, Dr. Lukes has continued to work with the Indian Health Service, as a part time clinician for SCF and other entities for more than 18 years. This connection has allowed Dr. Lukes to work and travel extensively throughout rural Alaska.  Providing modern dental care in field settings, remains a rewarding part of his dental practice and he welcomes the opportunity to share his experience as an instructor with ANTHC.   In his free time, Dr. Lukes has made numerous humanitarian trips to Vietnam to provide care to underserved communities there. Dr. Lukes lives in Girdwood, Alaska where he, his wife, and 4 daughters can often be found skiing, boating, and hiking in the nearby mountains and waterways.  He generally likes to get outside, and always enjoys hearing from his patients of new things to see and do around Alaska

Thirty years’ experience in the dental field, beginning as a dental assistant in both military and civilian roles. Twenty-one years’ experience as a Registered Dental Hygienist, working in civilian practice and as an officer in the U.S. Public Health Service Commissioned Corps. Nine years’ experience as a specialist in Infection Prevention and Control. Decades of expertise with a wide variety of types and models of tabletop sterilization devices, methodologies, and practices in both civilian and public health clinical settings. Developer of training curriculums still in use for training dental assistants and to update and implement best practices and procedures for tabletop sterilization systems. Authored updates for compliance documentation of instrument sterilization procedures in public and private medical and dental offices.

Maria Caraballo, DDS

Dr. Maria G. Caraballo is a dedicated dental educator, clinician, and mentor with more than 20 years of experience in dentistry and oral health education. She earned her Doctor of Dental Surgery degree from Universidad Santa María in Caracas, Venezuela, in 2001 and practiced preventive, restorative, and esthetic dentistry before transitioning to academia. Since joining the University of Florida College of Dentistry in 2015, Dr. Caraballo has served as a Clinical Associate Professor in the Department of Restorative Dental Sciences. She is actively involved in pre-clinical and clinical education, mentoring students and residents while contributing to innovative programs that prepare the next generation of oral health professionals. She also serves as Co-Director of the University of Florida’s Restorative Functions Continuing Education Program. Committed to lifelong learning, Dr. Caraballo completed the University of Florida’s two-year Comprehensive Dental Program in 2024 and is currently pursuing Mastership in the Academy of General Dentistry (MAGD). Dr. Caraballo has extensive experience working with dental auxiliaries, dental hygiene students, and dental therapists. She contributed to the development of the curriculum for the dəxʷxayəbus Washington Dental Therapy Education Program (WDTEP) and serves as both a pre-clinical and clinical instructor. In 2026, she joined the Alaska Native Tribal Health Consortium as a pre-clinical instructor at Iḷisaġvik College, further advancing her commitment to educating providers who serve rural and underserved communities. A recognized educator in dental ergonomics and four-handed dentistry, Dr. Caraballo is passionate about enhancing clinical efficiency, patient care, and provider well-being. Her scholarly interests include caries prevention, diabetes-related oral health, chronic pain, and dental erosion. Through her teaching, mentorship, and service, Dr. Caraballo remains committed to advancing oral health education and inspiring the next generation of dental providers to deliver compassionate, high-quality care.

Saulo Geraldeli, DDS, Ms, PhD

Dr. Geraldeli is a graduate of the University of Mogi das Cruzes where he received his DDS degree in 1987. After two year in private practice, he started a masters program in Dental Biomaterials at University of Sao Paulo, followed by a PhD program in the same School that ended in 1996. During this time, he also obtained his Certificate in Periodontics for the Sao Paulo Dental Association. Along with his private practice, Dr. Geraldeli became a part time faculty at University of Mogi das Cruzes and Santo Amaro University, both in Sao Paulo, Brazil. From 2000 to 2002 Dr. Geraldeli went to University of Minnesota as a visiting professor and participated in clinical and laboratorial research projects as well as teaching to DMD students. In 2003 he became a full time professor in the Operative Master program at Guarulhos University, Sao Paulo. In 2006 he became a full-time Assistant Professor at University of Florida, College of Dentistry, and then Clinical Associate Professor at University of Florida. In both institutions, he has acted as director/co-director in pre-clinical and graduate courses, provided dental care in faculty practice and taught preventive and biomimetics dentistry to DMD students. Dr. Geraldeli’s research endeavor relates to the understanding of biomaterials performance in both laboratories and clinical environments. He is a member of many dental associations including the International Association for Dental Research, Academy of Operative Dentistry, Academy of Dental Materials and Academy of Biomimetics. In 2009 he received the Junior Faculty Award while a faculty at University of Iowa and he has lectured nationally and internationally.

Kim Hort, DMD, graduated from the University of Pennsylvania School of Dental Medicine in 2000. Following 5 years of general practice with the Southeast Regional Health Consortium in Juneau, Alaska, she trained in pediatric dentistry at the Alaska Native Medical Center in Anchorage Alaska through NYU Langone. In 2007 she returned to SEARHC as the director of the Pediatric Dentistry Program. In addition to clinical practice she participates in training general practice residents at SEARHC, contributes to the Caries Risk Program, and oversees the coordination of pediatric dental care throughout Southeast Alaska.

Dr. Nagle received his dental degree from Emory University in 1987. He began working for the US Public Health Services later that year.  He worked with dental nurses in the Western Pacific region, which led to his interest in bringing this type of mid-level dental provider to Alaska to help with the severe shortages of dentists and to increase access in rural Alaska. He retired from the US Public Health Service and his role as the Dental Health Aide Program Director in 2010, but continues to teach in the Program.

Dr. Lovejoy grew up in Oklahoma where she attended The University of Oklahoma for both undergraduate and dental school. She moved with her husband to Fairbanks, Alaska in 2003 when she finished school. She worked for Tanana Chiefs Conference as a Public Health Service Officer for three years before moving to Lexington, Kentucky to study Oral Surgery at the University of Kentucky. She moved back to Fairbanks when she finished her training and continued to work for Tanana Chiefs Conference as a Public Health Officer until she had her first child in 2011. She then changed to private practice for seven years while have two more children. In 2018 she returned to Tanana Chiefs, where she remains today, practicing part time. Outside of work she and her husband homeschool their three children and enjoy all that is Alaska.

Royann Royer CDA, RDH, MPH is currently the Founder and Director of Healthy Smiles Forever, a nonprofit organization providing dental treatment for long- term care residents in the Anchorage Alaska area since 2016. Ms. Royer was a faculty member in the dental hygiene program at the University of Alaska Anchorage for over 20 years, and is still active in the program, often serving as a guest speaker or providing CE courses She was employed by Southcentral Foundation on the Alaska Native Medical Center Campus, where she was Founder and Director of the Dental Assisting Program for 25 years. The program became a CODA accredited off-campus site of Salish Kootenai College in Montana.  Ms. Royer has worked in clinical practice her entire career, which she began as a clinical dental assistant. She continues to work clinically as an expanded functions dental hygienist at the long-term care clinics. Ms. Royer has spent many years developing educational resources, such as authoring textbooks, developing videos and currently computer simulation programs, as well as contributing to public health initiatives. She has helped bring dental services and education to a variety of international clinics, including Russia, Mexico and Nepal. Over the span of 20 years, she also served as an Examiner and Chair of several committees for the Western Regional Examining Board.  She is a member of numerous organizations, including the American Dental Hygienists Association, International Federation of Dental Hygienists and Health Volunteers Overseas. Ms. Royer holds a Master of Public Health from Loma Linda University, a Bachelor of Arts from Eastern Washington University and an Associate of Dental Hygiene from Clark College; she also studied dental assisting and expanded functions at Spokane Community College. She currently holds DANB’s Certified Dental Assistant (CDA) certification and is a registered dental hygienist in Alaska, Oregon and Washington.

Louise Achey, PharmD

Teacher, pharmacist, and firefighter, Dr. Louise Achey has been involved in health and fitness for the past 3 decades. She completed her Doctor of Pharmacy from Idaho State University in 1994. She has practiced pharmacy in hospitals, nursing homes and community pharmacies for the past 32 years, the last ten teaching safe and effective drug therapy to new doctors, physician assistants, pharmacy, and dental therapist students. After joining a local rural volunteer fire department in 1990, she served 14 years, first as a firefighter and Emergency Medical Technician, then for 7 years as Fire Captain, responsible for all firefighter training. Determined to improve her physical fitness despite all the demands on her time, Louise has researched, learned and tested many approaches to physical fitness and health. A passionate teacher, Dr. Achey has won 4 awards for teaching excellence with the University of Washington MEDEX Northwest Physician Assistant training program and has taught in Washington State University’s College of Pharmacy and Pacific Northwest University of Health Sciences College of Osteopathic Medicine. Louise treasures time with her family: husband Charlie, daughter Maureen, and their 3 Scottish Terriers. She also plays a 36-string Heartland harp at church on Sundays.

Vicky Gallegos-Randel

Vicky was born in Michigan and raised in Texas.  She completed a Bachelor’s degree program in Interdisciplinary Studies in 1998 and was a teacher for 9 years before transitioning into a school counselor role in 2007.  Vicky received a Baccalaureate degree in School Counseling and a Master’s degree in Counseling from Sam Houston State University in 2008 and became a Licensed Professional Counselor (LPC).  In 2010, Vicky moved to Bethel as a case manager and clinician at YKHC.  In 2014 she moved to Nome where she provided clinical services for NSHC. Despite relocating to Anchorage, she continued to supervise Behavioral Health Aides remotely.

Teaching is her passion but she loves learning from others even more.  Outside of work Vicky spends time with her husband, 11-year-old daughter, 9-year-old and 7-year-old sons playing games and watching movies together.  She enjoys singing in her church choir and being a Girl Scout troop leader.

Crystal Meade

Crystal Meade has worked for ANTHC since October of 2005, and has been with the Tobacco Program since October of 2012 as a Clinical Coordinator for the Growing Up Tobacco-Free Project and as a Tobacco Cessation Coordinator, and also assisted with Phase 2 of the MAW (Motivating Tobacco Cessation in Pregnant Alaska Native Women) Study. Currently she serves as the Program Manager for the ANTHC Tobacco Prevention Program. She graduated from the University of Alaska Anchorage in 2013 with a BA in Human Services and is working on obtaining her MPH. Crystal was born and raised in Anchorage, and is part Tsimshian Indian with family originating from Southeast Alaska (Ketchikan/Metlakatla). In her free time she enjoys spending time with her family doing various activities such going on family road trips, and outdoor activities.
